Celtra, a Cambridge, MA-based provider of mobile marketing software, says it has raised $1.2 million in a Series A round of financing from Slovenian venture firm RSG Capital. The startup plans to open an R&D and sales office in Ljubljana, Slovenia, to serve as its European hub.
